MINUTES OF A WENVOE COUNCIL MEETING HELD ON 17-06-10.

10/78. APOLOGIES.

10/79. DECLARATIONS OF INTEREST.

10/80. TO APPROVE THE MINUTES OF THE MEETING HELD ON 20-05-10
Resolved: To approve.

 

10/81. TO CONFIRM NOMINATIONS MADE IN ANNUAL GENERAL MEETING
Resolved:
To confirm.

 

10/82. POLICE MATTERS.
P.C. M. Goulding and PCSO Stone outlined details of 5 crimes.
Cllr: Case read out a report from Cllr: Thomas regarding a complaint of stonethrowing from Old Port Road into No. 1 Orchard Close. The female complainant had been struck in the face. PCSO Stone confirmed that she had already spoken with the lady and was dealing with the matter.
The clerk reported that complaints had been received about vehicles parking on the grass verges in Walston Close at school times. Vehicles are being parked during restricted times there. One resident had taken photographs of some of the offending vehicles. PCSO Stone said that this is a problem throughout The Vale but undertook to deal with the matter.
Cllr: E.Jervis requested that some police attention be given to the tunnel at the bottom of Vennwood Close where graffiti and the burning of fires were evident.

To consider the following Planning Application:

10/00499/FUL 1 Brooklands Terrace, Parc Y Gwenfo, new second storey timber framed extension.
Resolved:
To support.

Other Planning Matters.
09/00624/FUL 23 Greave Close, Wenvoe, build double garage etc. Refused.
10/00271/FUL Southwinds, St. Lythans, enclose swimming pool. Withdrawn
10/00350/FUL 31 Old Port Road, Wenvoe, single storey extension. Approved.

 

 

 

10/84. FINANCE.
To approve the Finance and Paymentr of Accounts Report from the RFO.
Resolved:
To approve.
Contribution to 1st Barry Scout Group for loan of gas space heater.
Resolved:
To make a £50 donation.

 

10/85. CORRESPONDENCE.

From -Vale Council:- Review of electoral arrangements (Boundary Commission)

Letters from -  Mr. K.Matthews, 4 Springfield Close, Wenvoe. Complaint of dog  harassment during burial service in cemetery.

       Mr. S. Eley, 18 Ty Pica Drive, Wenvoe. Objection to Quarry extension.

       Mr. Morris Jones, 3 Gwenfo Drive, Wenvoe. Objection to Quarry extension.

       Newydd Housing Association, proposed development at St.Nicholas.

Letter from: Mrs. David, 22 Vennwood Close, Wenvoe. Her mother had recently passed away having lived in a residential home in Penarth since December 2006.
She had kept her main residence in Wenvoe which she had previously occupied for 40 years and  had she recovered she would have returned to her home. Mrs. David, whose father had been buried in Wenvoe Cemetery in 1999, requested that The Council re-consider the double internment fees that had been charged.
Resolved: In the circumstances the basic fee would be charged and a refund made.

10/86. SUB-COMMITTEE REPORTS.
Best Kept Village Competition: 7 villages and 14 schools have entered. School Prizegiving to be held at Dyffryn Gardens on 07-07-10. Village Prizegiving to be held in Wenvoe 14-07-10. Both the Chairman and Secretary of the committee will retire during 2010.(T.Case/C.Thomas) Dyffryn Gardens Meeting: Walled Garden – plants now being sold from there. The mini bus is now operating between the gardens and the A48 trunk road. The North Lodge is now rented out commercially. (E.Jervis) Boundary Commission Meeting: The ratio of councillors per head of population is being re-assessed to reach a more consistent balance overall. (I.Moody/E.Jervis)

 

10/87. ANY MATTERS THE CHAIRMAN DECIDES ARE URGENT.
None.

 

10/88. HEALTH AND SAFETY MATTERS.
The surface under the swings at Twyn-yr-Odyn now repaired.
The pump at St. Lythans in need of attention.
Health and Safety Meeting arranged for 24-06-10 at 6pm.

 

10/89. TO RECEIVE REPORTS FROM CHAIRMAN, CLERK, MEMBERS.
Complaint of horses riding across The Grange Playing Field.
